Under the standard rule of Türkiye’s new pricing Communiqué, published on 29 August 2026, only products whose prices have changed apply in the annual Actual Source Price change period. 2026 is an exception. Under Transitional Article 1 of the Communiqué, all products except locally manufactured non-reimbursed products and non-reimbursed traditional herbal medicinal products must apply in this year’s period.
Do products with unchanged prices have to apply?
Yes. TİTCK’s announcement of 26 August 2026 states that applications are mandatory even where neither the source country nor the Actual Source Price has changed. Price research is still carried out and submitted for these products. İFPAS asks whether a new price is requested; if not, the document type is changed and no fee is charged. The price declaration form, the price declaration certificate and any supporting documents must still be submitted in full.
For products priced by cost card, a new cost card is not required if no price change is requested, but the Actual Source Price research must still be submitted with the price declaration form.
Timetable
- The first window has closed. It covered all reference products except biosimilars, reimbursed equivalents with no reference or pharmaceutical-alternative reference on the price list, and cost-card products. Announced as 1–30 September, it was extended to 23 October 2026.
- Second window: 1–21 December 2026. Scope: biosimilars, imported equivalents, reimbursed equivalents with a reference or pharmaceutical-alternative reference on the price list, and non-reimbursed equivalents.
- Final price list: 15 January 2027. Calculations use the prices valid on 1 July 2026.
What if a product does not apply?
Under Article 11 of the Communiqué, for products that should have applied but did not:
- Imported products cease to serve as a pricing source at the start of the second window, and their Actual Source Price is determined by the Ministry.
- Locally manufactured products not priced by cost card have their current company selling price entered ex officio as the cost card amount at the end of the period, and their Actual Source Price is determined by the Ministry.
In both cases any increase is not applied, while any decrease is applied ex officio. Under Article 16, the public receivable arising from unjust enrichment for the intervening period is collected by the Ministry of Treasury and Finance and the Social Security Institution.
Easements for 2026
- Reference products and imported equivalents may apply with a price declaration certificate signed by the licensor; the apostille only needs to be completed by the end of the period.
- No paper documents are submitted; documents are scanned and uploaded to İFPAS.
- Documents submitted in the period will not be requested again during their validity, even if the legislation changes.
What changes from 2027?
The standard rule returns. Applications will be mandatory only for products whose Actual Source Price has changed, locally manufactured equivalents priced under Article 5(6)(b), and products moving to price-protected status. Under the Pricing Guideline (Rev. 2), the standard timetable is 5–31 August for the first window and 23 November–6 December for the second, with the final list on 21 December.
